Swiss Skills for Competitiveness (SS4C)

The Swiss Skills for Competitiveness Program (SS4C) is in essence a merger of two predecessor projects, the S4C and the STED project. SS4C builds on the successful results of the previous phases of S4C and STED but focuses on scaling and institutionalization key elements of dVET, processes and capacities within the broader skills for competitiveness ecosystem. The objective of the program is to strengthen the incentives and capacities of public and private dVET providers at the micro and meso level so that the skills of graduates match the needs of industry, thereby improving SMEs productivity and contributing to more competitive SMEs in Indonesia competing on the global market.

 

Sr. Program Officer - Skills Policy Implementation

Job Brief

We are now seeking for a dedicated professional to join our team in Jakarta as Senior Program Officer for Skills Policy Implementation within the SS4C project. The Senior Program Officer (SPO) works closely with the Technical Advisor / Manager for Private Sector Cooperation and TA / Manager Poly Management Development based in Jakarta and collaborates with Program Officers (PO) and other SPOs across various program locations. The SPO plays a critical role in implementing the program by coordinating with SPOs/POs in different ecosystems, with a strong emphasis on policy-related aspects of skills development and private sector competitiveness.

 

Your Tasks 

What You'll Do

You will support skills and HR policy development and implementation that enables industry competitiveness. Your role includes monitoring the various relevant policies, contextualizing them for our team and partners. You will work with the project partners to plan and accelerate the processes necessary to achieve the implementation of the policies. For this, you need to maintain close relationships with our partner ministries, as well as other relevant government bodies (e.g., TKNV, TKDV), BMOs (e.g., KADIN, sectors associations) and private sector actors (companies from various sectors, training providers). Additionally, you will oversee budget planning for policy interventions, facilitate ecosystem development, planning, monitoring, and reporting in line with Swisscontact's standards.

Requirements
 

What We're Looking For

  • A hands-on analyst and strategic connector: Excellent at keeping track of current political developments, policies, and alliances relevant to achieving our projects goals. You should be able to read fast and summarize well, in Bahasa Indonesia and English, and to find ways to put plans into actions together with partners. For this you need to be great at building trust and fostering cooperation between diverse stakeholders.
  • Experience in Skills Development for Private Sector Competitiveness: Familiarity with dual VET systems and public-private partnerships in skills development.
  • Effective Communicator: Strong ability to represent Swisscontact and facilitate smooth internal and external communication.

Relevant Experience

  • At least 10 years of experience in government and skills/TVET policy development, implementation, and international development projects in Indonesia.
  • Strong understanding of public-private partnerships in skills development and SME competitiveness.
  • Ability to travel frequently, including to rural areas, as part of project implementation.
  • Fluency in English and Bahasa Indonesia (both spoken and in writing) is essential.
