Swisscontact in Ukraine: developing the profession of "Building Insulation Systems Installer"

During the professional discussion the issues of updating the profession of building insulation systems installer and related professions in light of labor market needs were discussed.  

The EdUP project held a professional discussion on "Prospects for the development of the profession of building insulation systems installer." It was attended by representatives of the Ministry of Education and Science of Ukraine, industry businesses, heads of professional associations and vocational education institutions, as well as EdUP experts.

The participants discussed the issues of updating the profession of building insulation systems installer and related professions in light of labor market needs.

Business representatives noted that around 25,000 buildings in Ukraine have already been destroyed. Losses in the residential sector alone are estimated at $60 billion, with each day of the war bringing new destruction. Everything will need to be rebuilt, and every building, whether industrial or residential, will require insulation.

"The question is: who will do it? There is a catastrophic shortage of people in Ukraine. Therefore, the only way to keep the people we are now training in Ukraine is to pay them competitive European salaries. We also need to increase the attractiveness of this profession together with Swisscontact. So that the competition for blue-collar professions is as high as in universities — three to four people per place.” "

The Ministry of Education and Science of Ukraine supports contacts and communication between local authorities, vocational education institutions, and employers to ensure effective cooperation.

"We aim for the market to receive the products it needs, and of the quality required. The state, investing budget funds in training, must see the effectiveness of their use. Businesses should confirm this effectiveness, and if necessary, participate in the training of students. Thus, graduates will meet labor market requirements, using materials and technologies provided by businesses, and acquire the necessary skills and qualifications."

The professional discussion resulted in the following conclusions and recommendations:

📌 Hold a working meeting with the participation of business representatives, government bodies, and vocational education institutions to define job functions of the profession, analyze other professions related to building insulation systems installer, for possible integration or merging of professions.

📌 When developing professional standards for the profession, consider the following:

  • the necessity of aligning grades and qualifications with EU requirements;
  • focusing on critical job functions, particularly those related to scaffolding, plastering, waterproofing;
  • safety requirements, including “child safety,” and resistance to shock waves;
  • the systematic nature of the professional field — implement this principle in the educational process when training specialists.

📌 Promote the inclusion of students and graduates of vocational education institutions who are training for the profession into employer communication platforms.

📌 Make joint efforts to create and strengthen the infrastructure of vocational education institutions, particularly by co-financing the creation of training and practice centers and practical skills training sites for the profession.

📌 Conduct educational activities to raise awareness about energy efficiency and increase the level of culture in the use of energy resources.

📌 Enhance the attractiveness of the profession and the quality of training for future specialists with the participation of businesses.

📌 Study international experience in the development of the profession, facilitate experience exchange between employers and manufacturers, and hold professional meetings involving business representatives related to the profession.

Public Private Partnership to Improved Professional Education in Ukraine
The EdUP project, including its Scale UP initiative, is playing a crucial role in addressing the serious challenges faced by Ukraine's vocational education and training (VET) sector during wartime. The war has destroyed many VET schools and exacerbated a skills shortage that affects several sectors, despite employers' willingness to offer competitive wages and resources. EdUP aims to rebuild and improve vocational schools and break stereotypes about vocational graduates. By decentralising training and aligning it with local economic needs, the project will improve the quality of vocational training, attract additional resources, work with the private sector, and modernise education to equip Ukraine's workforce for today's demands.
