Empowering Cambodia’s Future Workforce

In Cambodia’s TVET institutes, instructors and students faced a familiar challenge: limited access to quality digital learning materials. Teachers struggled to effectively convey complex technical concepts, while students found it difficult to bridge the gap between theoretical knowledge and practical application. Without modern tools, learning remained fragmented, and industry-relevant skills were harder to acquire. The need for a transformative solution had never been more urgent.

Lack of Digital Learning Materials

TVET instructors always encountered obstacles in keeping up with modern teaching methodologies. Teachers lacked the tools to deliver engaging lessons, while students needed clear visuals to understand technical skills. With the rapid advancement of industries such as air conditioning and electrical engineering, there was an urgent need for high-quality, standardised digital learning materials. Traditional teaching methods, reliant on textbooks and in-person demonstrations, were no longer sufficient to keep up with the demands of modern industries, leaving students at a disadvantage when transitioning from classroom learning to real-world applications.

Launching of Digital Competency-Based Learning Materials for TVET (CBLMs)

To address this challenge, the Standard Digital Teaching and Learning Materials for Domestic Refrigeration and Building Electrical Wiring (C1) skills was officially launched through the Digital Learning Material for TVET (DLM4TVET) project, funded by the Liechtenstein Development Service (LED) in collaboration with the Ministry of Labour and Vocational Training (MLVT) and implemented by Swisscontact. The joint initiative, led by the Directorate General of Technical and Vocational Education and Training (DGTVET), created and produced instructional videos and other standard digital learning materials to enhance both teaching and learning. The project takes a systemic approach aligned with the strategies and goals of Cambodian partners to advance TVET digitalisation. This groundbreaking initiative aimed to integrate modern digital tools into Cambodia’s TVET institutions to equip TVET institutions with cutting-edge digital learning tools, ensuring that teachers and students had access to structured, engaging, and industry-relevant content.

Through this initiative:

  • 61 teachers from 20 TVET institutions received specialised training in e-learning and digital content creation.
  • 35 instructional videos and 13 animations covering Air Conditioning and Electricity were produced, offering clear visual demonstrations of technical concepts.
  • A dedicated Advisory Working Group was formed to enhance coordination of digitalisation efforts.
  • Digital materials were seamlessly integrated into structured lesson plans, and platforms such as Google Classroom were piloted to support blended learning.
  • 706 students (63 females) accessed to CBLMs.

For instructors and students at the TVET institutes, the transformation was remarkable. Teachers now had access to high-quality digital materials, making lessons more interactive and engaging. Students could watch instructional videos and animations, helping them better understand and apply skills in practical settings. With digital learning as part of their education, TVET students felt more confident and job-ready.

The launch of these Digital Competency-Based Learning Materials for TVET (CBLMs) reflects Cambodia’s ongoing commitment to enhancing TVET accessibility and effectiveness.

Digital Learning Materials for Technical Vocational Education and Training (DLM4TVET)
Digital Learning Materials for TVET (DLM4TVET) is a two-year project (2023-2024) funded by Liechtenstein Development Service (LED), implemented by Swisscontact in partnership with the Ministry of Labour and Vocational Training (MLVT), the National Technical Training Institute (NTTI), selected Technical Training Institutes, Development Partners, Non-Governmental Organisations and private sector entities. The project aims to support the digitalisation of TVET and thus the transition to a more effective and efficient TVET system, mainly by advancing digital learning and teaching in TVET in Cambodia.
