Interview with Ruth Huber, Ambassador of Switzerland to Albania

Switzerland’s commitment to supporting countries like Albania in dual Vocational Education and Training (VET) is rooted in the belief that a well-qualified workforce is essential for sustainable economic growth. By blending theoretical learning with practical, hands-on experience, dual VET systems have proven to be highly effective in Switzerland and beyond. In an interview, the Ambassador of Switzerland to Albania, H.E. Ruth Huber explains that Switzerland's support helps countries such as Albania develop a modern, skill-based workforce that can respond to today's labor market demands while also contributing to broader goals like the UN’s Sustainable Development Goals, particularly those focused on quality education and decent work.

Why is it important for Switzerland to support countries such as Albania on dual VET?

Switzerland has a cooperation programme with Albania which covers also economic development and employment. It aims at achieving sustainable economic growth, more business opportunities and decent jobs.

A qualified workforce is a key factor for having more and better jobs. In this context, a dual vocational education (VET) system has proven very effective. Our experience in Switzerland but also in other countries has shown that dual VET results in a better workforce as it combines theoretical education with practical experience.

Another reason for our support is to meet broader international goals such as the United Nations Sustainable Development Goals (SDGs), particularly Goal 4 (Quality Education) and Goal 8 (Decent Work and Economic Growth). Switzerland’s involvement helps foster these global objectives.

Albania is establishing its own model of VET, inspired by the Swiss and other successful models. By sharing the Swiss experience, Switzerland helps Albania build a sustainable system that aligns with modern economic demands. We are glad to support this process through projects like ‘Skills for Jobs’, implemented by Swisscontact, and ‘Skills Development for Employment’ through UNDP.

What is your message for the Albanian youth and businesses on the benefits of dual VET? 

To the Albanian youth and businesses, dual Vocational Education and Training (VET) offers immense benefits that can shape your future and contribute to the country’s growth.

To the youth I would like to stress that through dual VET you combine education with hands-on experience. You don’t just learn theories in the classroom; you apply them in real-world settings and gain practical skills that employers are looking for. This increases your chances of finding meaningful employment faster, and helps you start your career with confidence and competence.

For businesses, engaging in the dual VET system, helps them to shape the workforce of tomorrow. Businesses gain access to young, motivated individuals who are eager to learn and contribute. Training students within companies allows to tailor their education to meet the specific needs of the businesses. In the long run, this leads to a more productive and innovative workforce, helping businesses grow and remain competitive.

In summary, dual VET is a win-win for both youth and businesses. It empowers young people with skills that match the demands of the labor market, while providing businesses with a steady flow of qualified workers who are ready to contribute.
