Strengthening sector coordination in Kosovo’s fruit and vegetable processing sector

As part of ongoing efforts to foster collaboration and systemic improvements in Kosovo’s agribusiness sector, PPSE project recently facilitated a roundtable discussion with the Kosovo Investment and Enterprise Support Agency (KIESA), Department of Rural Development Policies within the Ministry of Agriculture, Forestry, and Rural Development (MAFRD), sector associations, and the private sector.

The event served as a platform for open dialogue, bringing together key institutional actors to discuss the current state of the fruit and vegetable processing sector, its challenges, and opportunities for growth.

A Platform for Sustainable Development

With PPSE’s support, the discussion focused on critical areas such as enhancing competitiveness, strengthening the capacity of small and medium-sized enterprises (SMEs), and improving market access. Participants highlighted the need for policy reforms that would create a more favorable business environment, ensuring that local enterprises can thrive and expand. By fostering direct engagement between government institutions and industry stakeholders, the meeting reinforced the importance of coordinated efforts to drive systemic change.

A Lasting Legacy of Coordination

As PPSE enters the final phase of its project, ensuring stronger coordination mechanisms among sector actors remains a key priority. Establishing and strengthening these collaborative structures is essential for sustaining the progress achieved over the years. By facilitating strategic discussions and promoting cross-sector partnerships, PPSE is laying the groundwork for a more resilient and competitive agribusiness sector in Kosovo. These efforts will continue to benefit local enterprises and rural communities, driving long-term economic growth and sustainability beyond the project’s duration.

PPSE’s commitment to fostering collaboration and policy dialogue underscores the importance of sector-wide coordination in achieving lasting development outcomes. By building on these foundations, Kosovo’s fruit and vegetable processing industry is poised for continued growth, strengthened by a well-connected and forward-looking ecosystem.

Promoting Private Sector Employment
Kosovo has grown moderately at an average rate of 4% in the last few years (pre-COVID 19) and is constantly facing growing labour force, while the labour market falls short of generating the jobs needed to absorb the new entrants (around 30,000 annually). Formal employment makes around 75% of the overall employment, with public sector accounting for 25% of formal jobs. Youth, women, and minorities (particularly the Roma, Ashkali, and Egyptian) remain the most excluded groups. The COVID-19 pandemic did not spare Kosovo’s economy from its devastating impact.
